Detective Fowler (Christopher Titus) is a drunk, rough, dirty cop, three time loser. His ex-girlfriend is now the Mayor of Van Nuys where he works. She assigns Fowler to train four handicapped undercover detectives. With his Captain (Billy Gardell) hoping he fails, his ex-girlfriend hoping he fails and four angry disabled people trying to prove they can do anything.
